Final technical documentation is typically delivered as PDF. Source files can be discussed per project.
How many revisions are included?
Revision rounds depend on agreed scope; two revisions are typical for defined tech pack projects.
Can you develop a product from an idea?
Yes. Design development can be included when the project needs more than documentation alone.

Yes, when sufficient reference material and specifications are available.
